How concerns raised will be independently investigated

We are close to finalising the terms of reference for Ijeoma Omambala KC’s investigations into concerns about fitness to practice cases reported in The Independent, and the way the NMC responded to those concerns when they were first raised.

Council approved the terms of reference at its meeting on 22 November 2023. The approved terms can be found here

We appointed Ijeoma in October following a rigorous process in which we had discussions with a range of individuals with extensive regulatory, employment and public law experience. We have since been working with Ijeoma to shape terms of reference for her investigations. As part of that she has met with our internal advisory group, Council, Executive Board, and colleagues supporting the investigations.

The draft terms of reference have now been shared with our Council, for agreement at its next meeting on Wednesday 22 November. Ijeoma will then begin her investigations, which will conclude in early 2024.

Andrea Sutcliffe, NMC Chief Executive and Registrar, said:

“When the concerns were raised, we committed to responding with rigour and transparency, facilitated by external experts. I’m glad that this work can now get fully under way, thanks to the quick and diligent way in which Ijeoma, our Council and colleagues have worked together to shape the terms of reference.

“These terms are clear that this is about learning the lessons that will improve our casework in the future. The investigations are not about the actions of any one individual. We’ll be transparent about the findings, and about any actions we need to take forward to protect people’s safety.”

A third external investigation will focus on the concerns raised about our culture. To start with, we’ve formed an internal advisory group of diverse colleagues to share experiences and suggestions with our Council. This will help us to appoint the right independent expert to lead us forward in this area. We will announce this separately.
